Kansas State Department of Education and Kansas Board of Regents Comprehensive Literacy Implementation Plan 2027-2033
The Kansas Blueprint for Literacy Comprehensive Literacy Implementation Plan outlines a strategic, evidence-aligned approach to achieving literacy proficiency across the state. It operationalizes this through four interconnected focus areas: Four Fundamentals of School Improvement, Professional Learning, Educator Preparation, and Family and School Partnerships. The plan aims to ensure that 100% of the elementary educator workforce achieves a credential in the science of reading and Structured Literacy by 2030, and that 90% of students in grades 3 through 8 perform at Level 3 or higher on the state English Language Arts assessment by 2033. The overarching vision is for every Kansan to possess the literacy skills necessary for full participation in school, work, community, and civic life.

The meeting centered on the discussion of proposed amendments to the existing Board policy regarding public universities and affiliated corporations. The focus was on establishing governance regarding private equity, venture capital, and ownership interests in university athletic programs or revenue streams. The board discussed the need for clarity in defining these transactions to ensure proper oversight while maintaining operational flexibility for university athletic departments. There was also a consensus on the need to potentially simplify the proposed language while still ensuring that any private equity deals involving university assets require explicit prior board approval.
