City Of Boonville Special City Council Meeting
The meeting involved several key legislative and administrative actions. The council conducted readings and adoptions for salary ordinances (2025-9 and 2025-20) to adjust the number of scheduled pays from 27 to 26, confirming no change in actual compensation. Resolution 2025-11 involved appropriation transfers within the 2025 budget for internal accounting cleanup. Resolution 2025-12 addressed the abolition of the sidewalk fund (25503) and the transfer of its balance back to the MVH fund (2201), as state regulations changed regarding the transfer of funds to dedicated sidewalk accounts. Resolution 2025-13 replaced a previous resolution to establish the Booneville Facade Grant Fund, involving the movement of $100,000 from the LIT excess fund. Finally, the council authorized negotiations for the acquisition of property parcels near Bracken Ridge Park to potentially support park improvements, including parking or a dog park.

The Board of Works meeting included updates from the Mayor regarding the paving of Forest Avenue and ongoing efforts to address regulations concerning Nick Sanitary and Violia, noting that Nick Sanitary received a six-month extension. Citizen concerns centered on the Violia dumping situation, with the Mayor committing to further factual investigation and legal consultation before making decisions. Discussions also covered moving a water service tap for the Bumbo Country Club, which involves associated costs for materials and specialized equipment like a hydro truck. The board approved letting a third-party host the codified ordinances online to avoid city infrastructure modifications. Finally, updates were provided regarding a significant potential upgrade cost for the city's software system following a merger, and a request for quotes for a new vehicle for Code Enforcement was introduced.

The meeting commenced with roll call establishing a quorum, followed by the Mayor's update indicating the denial of the 2026 Community Crossings application, with plans to reapply in July 2026. A significant portion of the discussion involved citizen concerns regarding a citizen's property water line issue, specifically a busted line underneath concrete, complicated by the presence of an intertwined gas line. Solutions explored involved running a new water line or potentially tapping into a nearby existing line used by another business, requiring coordination with the water department (specifically mentioning Jill Carr and Danny). Separately, a representative from Nick Sanitary Service raised concerns about the imminent halt of dumping privileges at the Evansville site due to capacity issues, presenting documentation on their historical volume. Discussion centered on Evansville's proposal for the hauler to purchase property in Evansville for a metered, on-site receiving station, or exploring options related to the existing, designed but unused truck dumping spot at the local sewer plant. The potential relocation of the sanitation business to Evansville or other municipalities (Mount Vernon, Petersburg, Ferdinand, Jasper) was noted, with the consequence of increased rates for Booneville customers if forced to haul further. The Mayor committed to investigating the capacity limitations of the local plant and the reasoning behind the prior restriction on using the local site.
